  • The One, Big, Beautiful Bill is now law and with it comes an increased need for strong domestic supply chains.
  • China continues to use its grip on the world’s mineral supply chains—and its willingness to abruptly stop flows to the rest of the world—as leverage in international trade discussions.

LETTER FROM THE PRESIDENT AND CEO

July 16, 2025

Dear Friend,

On July 4th, President Trump signed the One, Big, Beautiful Bill into law, marking a significant step forward for America’s economy. The bill combines tax cuts with investments in American business and national security. By supercharging the economy and investments in infrastructure, the administration is also doubling down on the importance of our domestic minerals supply chains.

With almost $100B allocated towards military development, mineral production takes center stage in realizing the full impact of these investments. Essential military components like jet engines, drones and radar rely heavily on minerals. For example, a modern fighter jet requires 920 pounds of rare earth elements for its electronic warfare systems, radar and engines.

Yet, in April, China suspended exports of seven rare earth elements – including scandium, yttrium, and samarium – which are vital to a wide array of military assets. Because China produces the majority of these elements, which are necessary for America’s national security, our over-reliance on Chinese imports has reached a critical impasse.

Fortunately, with abundant resources beneath our feet, American mineral producers are our first line of defense against these restrictions and play a vital role in providing materials for the OBBB’s military investments. Last week, I joined administration officials at the ribbon cutting for Ramaco’s Brook Mine carbon ore rare earth project. In Arizona, Resolution Copper is increasing its operations, potentially producing 40 billion pounds of copper over the next 40 years. And in central Minnesota, Talon Metals is poised to deliver millions of tons of high-grade nickel, copper and cobalt.

Across the country, National Mining Association members are stepping up to secure domestic mineral supplies – strengthening our military, economy and the communities they call home.

Thank you,

Rich Nolan
